Interim City Manager - Kingman, Arizona
Served as Interim City Manager of Kingman, Arizona for a six month period. Reported directly to the Mayor and City Council and provided direction and oversight to the day-to-day operations and activities of Kingman city government.
Among specific services provided during the assignment were the following: day-to-day liaison with the Mayor and regular meetings and updates with individual Council members; assistance with the recruitment and selection of a new City Manager; preparation of the agenda and attendance at all Council meetings; assistance in seeking proposals for and
preparation of a new employee pay plan; helping perform a comprehensive analysis of the city's finances and development of a revenue plan; managerial assessment of city operations and service capabilities including restructuring recommendations; and guidance in
arranging and facilitating a Mayor/Council strategic visioning, priority setting retreat.

Acting Director, Development Services Department - Yuma County, Arizona
Served as Acting Director, Department of Development Services for Yuma County. Reported directly to the County Administrator and provided direction and oversight to the day-to-day operations of a 100 person department comprised of County Engineering, Flood Control, Planning and Zoning, Building Safety, Geographic Information Systems, Environmental Programs, Grants, and Administration and Records Management.
Prepared a written assessment of the department for the County Administrator and a set of recommendations for improving plan review and permit processing times and the level of service and customer satisfaction afforded users of the department. Also assisted the County Administrator in the selection of the new Department Director.

Acting Director, General Services Department - Yuma County, Arizona
Served as Acting Director, Department of General Services for Yuma County. Reported directly to the County Administrator and oversaw the day-to-day operations of a 40 person department having responsibility for management of the county's capital improvements program and for the maintenance and janitorial care of all county-owned buildings and grounds. The department also included a nascent fleet services program.
Performed an organizational review of the department's operations, services and capabilities and recommended to the County Administrator that in the interests of economy, efficiency and dispensing with costly duplication of effort, the department be disbanded and its various responsibilities and personnel be reassigned and folded into other existing county departments where its activities and personnel could better serve and be supported. The recommendation was approved and the reorganization implemented.
